A film on an Oscar shortlist has cleared a preliminary cut in that category and is still waiting for the nominations announcement. Treating the shortlist as the nominee list puts the film in the wrong stage. For the 99th Oscars, the Academy set the shortlist announcement for Tuesday, December 15, 2026, and the nominations announcement for Thursday, January 21, 2027.

An Oscar shortlist is the preliminary cut in categories that use one. A nomination is the later list. A win is named at the ceremony. For the 99th Oscars those public dates are December 15, 2026, January 21, 2027, and Sunday, March 14, 2027. The 99th cinematography shortlist is 20 films. The 98th rules allowed anywhere from 10 to 20, and 16 films advanced.

Use the stage table when a headline says “shortlisted,” then check the date against the year. The 98th shortlists were announced on December 16, 2025. The 100th Oscars are scheduled for Sunday, March 5, 2028, and they do not use this calendar.

  • A shortlist means the film advanced in a preliminary vote. The nomination comes later.
  • For the 99th Oscars, shortlists are scheduled for December 15, 2026, and nominations for January 21, 2027.
  • Best Picture, Film Editing, and Production Design skip that preliminary cut in the 99th rules we read.
  • Cinematography is a fixed list of 20 for the 99th. The 98th rule was a range of 10 to 20.
  • The April 7, 2026 key-date release says every date on it can change.

What each stage means

Match the headline to one row before you decide what the film has won, or what you are waiting for. The dates in the last column are the 99th public dates from the Academy and ABC release of April 7, 2026.

Stage What it means in the 99th rules Nominated yet? Next public date
Eligibility The film is on the eligible list for that category and that awards year. A feature needs a qualifying theatrical release from January 1, 2026 through December 31, 2026. No Preliminary voting, December 7 to 11, 2026, in categories that use a shortlist
Shortlist A branch vote advances a smaller set. The Academy announces that set before nominations. No Shortlists, December 15, 2026. Nominations voting opens January 11, 2027
Nomination The category’s nominees are announced. Yes Nominations, January 21, 2027. Finals voting opens February 25, 2027
Win The winner is named at the ceremony. Already nominated 99th Oscars, Sunday, March 14, 2027, 7 p.m. ET / 4 p.m. PT, ABC

Four stages for the 99th Oscars. The dashed path is Best Picture, Film Editing, and Production Design, which skip the shortlist in the rules we read.

Eligibility is the entry year, not a prize. The May 1, 2026 rules release says a feature film needs a qualifying theatrical release between January 1, 2026 and December 31, 2026. The same year’s key dates put the final submission deadline for general entry, Animated Feature, Best Picture, and the Representation and Inclusion Standards Entry form on Thursday, November 12, 2026. A film can still open in December and remain inside the theatrical window. The form deadline and the shortlist vote both fall earlier.

The shortlist is a vote, and the size depends on the category. In the 99th cinematography rule, members of the Cinematographers Branch vote a secret preferential ballot for up to 20 films, and the 20 films with the most votes advance. Casting is a maximum of 10, chosen by the Casting Directors Branch. Sound is 10, chosen by the Sound Branch. Animated short and documentary short each advance 15. None of those steps is the nomination.

A nomination is the list that comes out of the next ballot. For cinematography, the same branch then votes for up to five films, and the five with the most votes become the nominations. Casting does that vote only after a bake-off, and only members who watched the 10 shortlisted films have a ballot that counts. The Academy scheduled bake-offs for Casting, Makeup and Hairstyling, Sound, and Visual Effects on January 8 to 10, 2027, which sits after the December 15 shortlist announcement and before nominations voting on January 11 to 15.

The win is the ceremony result. The 99th Oscars are scheduled for Sunday, March 14, 2027, live at 7 p.m. ET and 4 p.m. PT on ABC, from the Dolby Theatre at Ovation Hollywood, in more than 200 territories. Finals voting runs from 9 a.m. PT on Thursday, February 25, 2027, to 5 p.m. PT on Thursday, March 4, 2027. The 98th ceremony was a different night: Sunday, March 15, 2026.

Takeaway: If the headline is dated December 15, 2026, the film is at the shortlist stage for the 99th Oscars, and the nominations announcement is still scheduled for January 21, 2027.

Which categories use a shortlist

The 99th rules do not give every category the same path. These counts come from the rules PDF sections we read. Categories that are missing from this table were not in those sections, so this page does not assign them a 99th shortlist size.

Category Who votes the preliminary cut 99th shortlist Nominations that follow
Casting Casting Directors Branch Maximum of 10 5, after a bake-off. Voters must have watched the 10 films.
Cinematography Cinematographers Branch 20 5, from a second branch ballot
Sound Sound Branch 10 5, after the branch sees a clip reel
Animated Short Film Animation Branch and Short Films Branch, after a minimum viewing requirement 15 5. Members who vote must watch all 15 shortlisted films. The nominations round invites members from every branch who opt in.
Documentary Short Film Documentary Branch, after a minimum viewing requirement 15 5. The nominations round stays with the Documentary Branch, and those voters must watch all 15.
Best Picture No shortlist. All active and life members vote the nominations. None 10
Film Editing No shortlist. The Film Editors Branch votes the nominations. None 5
Production Design No shortlist. The Production Design Branch votes the nominations. None 5
Bar diagram of 99th Oscar shortlist sizes, with cinematography fixed at 20 and a bracket showing the 98th range of 10 to 20
Bar length is the 99th shortlist size in the rules we read. The white span on the cinematography bar is the 98th range of 10 to 20, and the tick is the 16 films that advanced.

Two short categories that both advance 15 films do not share a nominations ballot. For animated short, the 99th rule invites active and life members of the whole Academy to the nominations round, and a ballot counts only if that member watched all 15 shortlisted films. For documentary short, the nominations round stays inside the Documentary Branch, with the same watch-all-15 requirement. Final voting for both awards, in the sections we read, is limited to active and life members who have watched every nominated film in that category.

Cinematography and sound also differ on films that open late. The cinematography rule says the branch executive committee will ask producers for advance showings, and it singles out films that open after the preliminary voting period. The sound rule requires a way for voters to see the film, through the Academy Screening Room or an advance theatrical showing, when the title opens after the preliminary cycle starts. Preliminary voting for the 99th Oscars is December 7 to 11, 2026. The theatrical eligibility window runs through December 31, 2026, so a late December opening can still be inside the year and already past the shortlist vote.

Casting adds a meeting between the shortlist and the nomination. After the branch picks up to 10 films, the governors host a bake-off, in person or online, open to branch members and eligible Academy voters. The casting directors of each shortlisted film supply a reel of up to five minutes from the released film. Only the designated potential nominees take questions. The nomination ballot is a preferential vote for up to five films, and the five with the most votes become the nominations.

Best Picture never passes through that cut in the 99th rule we read. Every active and life member gets a reminder list and votes for up to 10 films. The 10 with the most votes are the nominations. Film Editing and Production Design work the same way inside their own branches, with a ballot of up to five and five nominees. If a headline claims a Best Picture shortlist for the 99th Oscars, it is describing a step the 99th Best Picture rule does not contain.

Takeaway: Check the category before you treat “shortlisted” as a step that even happened. Best Picture goes from the eligible list to 10 nominees.

How the 98th rules differ from the 99th

The change that alters a shortlist count is cinematography. The May 1, 2026 rules release says the preliminary round will produce a shortlist of 20 films rather than 10 to 20. Rule Ten of the 99th rules book states the same fixed 20. In the 98th cycle, the December 16, 2025 announcement said the rule allowed a shortlist of between 10 and 20 films, and 16 advanced.

That 98th announcement is a finished cycle. It named shortlists in 12 categories and gave the sizes below. It is not the 99th list, and this page does not reprint the film titles.

98th category (announced December 16, 2025) Films that advanced What the announcement said about the vote
Animated Short Film 15 113 films qualified. Animation and Short Films branches voted the preliminary round.
Casting 10 Casting Directors Branch voted the shortlist and the nominees.
Cinematography 16 The 98th rule allowed 10 to 20.
Documentary Feature Film 15 201 films were eligible. Documentary Branch voted both rounds.
Documentary Short Film 15 117 films qualified.
International Feature Film 15 Films from 86 countries or regions were eligible.
Live Action Short Film 15 207 films qualified.
Makeup and Hairstyling 10 Makeup Artists and Hairstylists Branch voted both rounds.
Music (Original Score) 20 132 scores were eligible.
Music (Original Song) 15 65 songs were eligible.
Sound 10 Sound Branch voted both rounds.
Visual Effects 10 The Visual Effects Branch Executive Committee determined the shortlist. Branch members then voted the nominees.

The 98th calendar sat one year earlier, on different weekdays. Shortlists were announced Tuesday, December 16, 2025. Nominations voting ran Monday, January 12, through Friday, January 16, 2026. Nominations were announced Thursday, January 22, 2026. The ceremony was Sunday, March 15, 2026. The announcement also said the 98th Oscars would hand out 24 categories, five nominees in each, except Best Picture with 10. Those figures belong to the 98th cycle. The 99th rules we read set 10 Best Picture nominees and five nominees in the shortlist categories in the table above. They do not, in the sections we used, restate a total of 24.

The May 1, 2026 release lists other 99th changes that sit beside the shortlist, and this page does not expand them. Actors can be nominated for more than one performance in the same acting category if those performances place in the top five. Casting can award up to three statuettes, up from two. Makeup Artists and Hairstylists Branch members must attend at least one of two final branch meetings to vote in the preliminary round. For the Visual Effects final vote, members have to watch the three-minute before-and-after reels from the bake-off. Screenplays have to be human-authored. International Feature Film has a second way onto the entry list, and that qualification path is outside this page. The submission deadline for that category is Wednesday, September 30, 2026.

Common mistake: Carrying the 98th cinematography range of 10 to 20 into the 99th cycle. The 99th rule fixes the shortlist at 20. The 16 films that advanced did so under the older range, in the 98th cycle only.

Takeaway: Use 20 for a 99th cinematography shortlist. Use “between 10 and 20, and 16 advanced” only when the headline is the 98th announcement of December 16, 2025.

99th Oscars dates to check

The April 7, 2026 release is the public calendar. The May 1, 2026 release adds the entry deadlines and the bake-off window. Both say the dates can change. Read the stage column before you decide whether a date produces a shortlist or a nomination.

In the animated-short section of the 99th rules, Tuesday, December 1, 2026 is the last day to withdraw a film from Academy Awards consideration. That line sits in the short-film rule we read. Do not treat it as a withdrawal date for every category.

When a headline says a film was shortlisted, run this check in order:

  1. Read the awards year on the headline. December 16, 2025 is the 98th shortlist announcement. December 15, 2026 is the scheduled 99th shortlist announcement.
  2. If the word is shortlist, the film is at stage 2. For the 99th Oscars it is not a nominee until the January 21, 2027 announcement.
  3. Look up the category. Best Picture, Film Editing, and Production Design do not have this step in the 99th rules we read.
  4. If the category is cinematography, the 99th shortlist size is 20. The range of 10 to 20, and the 16 films that advanced, belong to the 98th cycle.
  5. Find the next date on the table. For Casting, Makeup and Hairstyling, Sound, and Visual Effects, the next scheduled events are the January 8 to 10, 2027 bake-offs, then nominations voting on January 11 to 15.
  6. Re-check the Academy’s own date sheet before you lock a plan. The April 7 and May 1, 2026 releases both say the dates can change.

Takeaway: The shortlist row and the nominations row are more than a month apart for the 99th Oscars. December 15, 2026 does not close the category.

What to do with a shortlist headline

Put the film on the shortlist row, write down the category, and wait for the nominations date that belongs to that year. For a 99th headline, that wait runs from December 15, 2026 to January 21, 2027. During that gap, Casting, Makeup and Hairstyling, Sound, and Visual Effects have bake-offs on January 8 to 10, 2027. Those events are still before the nominations announcement.

Once the January 21, 2027 nominations exist, a separate guide prints a blank Oscar pool ballot for a watch party. Another guide records which precursor awards matched Oscar winners from 2021 to 2026. This page does not pick winners and does not recommend films. Emmy nomination counts follow a different academy and a different rule book: how Emmy nominees are chosen.

The year also limits which date sheet you can reuse. A 98th shortlist from December 16, 2025 was already followed by nominations on January 22, 2026 and a ceremony on March 15, 2026. A 100th Oscars date of March 5, 2028 does not tell you when the 99th shortlist or the 99th nominations fall.

Takeaway: Write the ceremony number next to the headline before you copy a date. The 98th, the 99th, and the 100th do not share one calendar.

What this page leaves out

This page does not print the film titles from any shortlist, including the 12 lists in the December 16, 2025 announcement. It does not predict winners, rank films, or describe a viewing of any title. It does not walk through how a film qualifies as an international feature. The 98th cycle advanced 15 films in that category. The 99th rules say nominations there are decided in two rounds, and the excerpt we used ends before a 99th shortlist count, so no 99th size is stated here.

The 99th sections we used also leave out costume design, directing, makeup, music, visual effects, documentary feature, and live action as full voting rules. The 98th sizes for those categories stay in the historical table. For a 99th count, read the current rules book for that category. The May 1, 2026 release is the place that records the cinematography change from a range of 10 to 20 to a fixed 20.

This site is an independent editor for viewers. It is not the Academy, ABC, or any studio. How this site is produced is separate from the awards rules.

Takeaway: If the category is missing from the 99th table, the 98th count is history, not the current rule.

Method and sources

We compiled this page on October 12, 2026 from the Academy’s 99th Oscars rules PDF (the sections on animated short, casting, cinematography, documentary short, film editing, best picture, production design, and sound), the May 1, 2026 rules release, the April 7, 2026 Academy and ABC key dates for the 99th and 100th Oscars, and the December 16, 2025 announcement of the 98th shortlists. Counts and dates come from those documents and are labeled by awards year. The 98th film titles stay in the Academy’s announcement. The diagrams use the sizes and stages in the tables above. Nothing on this page is a prediction. Search volume for the topic was not measured.
